Sonia Gandhi: Inclusive growth is the vision of UPA Government

Congress President and UPA Chairperson Sonia Gandhi launched the ambitious ‘Zero landless project’ of the Congress-led UDF government in Kerala on Monday which aims at providing land to all the landless people by 2015.

“This is a historic moment when we inaugurate this wonderful project which will give an opportunity to all those families who are homeless to fulfil a life-long dream of owning a piece of land which they can build their home” said Sonia Gandhi while addressing the gathering after launching this historical project. She also congratulated the government of Kerala and Chief Minister Oommen Chandi for ‘taking this courageous step and brought out such a fantastic programme in which the citizens of Kerala who do not own land can finally realise their dreams’.

 “Inclusive growth is the back drop of the policies of the United Progressive Alliance (UPA). We want everyone to march ahead together towards a new India. No one should be left behind or sidelined on account of caste, creed, religion or region and the UPA Government and UDF Government (in Kerala) are carrying forward the vision of Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi of making India a modern nation based on social justice and allowed the country to transform itself by providing basic facilities to people everywhere” added the Congress President.

“A citizen owning his own piece of land and house will be a happier citizen and a happier citizen is better equipped to meet the challenges of everyday’s life,” she added. Sonia Gandhi also enlisted some of the flagship policies and schemes of the Congress-led UPA Government and also praised the Congress-led UDF government in Kerala for its pro-poor initiatives. “The Government of Kerala is doing a stellar job in implementing our national vision and is building on it further through imaginative yojanas such as Zero landless scheme. Kerala is already blessed with very high Human Development Indicators and with an educated society. Schemes such as this will lift the homeless out of their difficult conditions and enable them to strive for objectives beyond simple survival” said the UPA Chairperson and continued“ The success of this zero landless programme demonstrates yet again that the government is responsive, compassionate and heeds the aspirations of the people”.

“So on 2015, the state of Kerala will become the first state in India where everyone has a home which, I believe, is the most remarkable achievement” said Sonia Gandhi once again praising the Congress-led state government in the state.
The government have identified around one lakh plots to be distributed among the beneficiaries in the first phase of the project. The landless in six districts- Thiruvananthapuram, Kollam, Pathanamthitta, Kottayam, Alappuzha and Ernakulam- would be provided three cents of land each in the first phase. 77,319 plots had been earmarked in 14 districts for allotment. Around 2.4 lakh beneficiaries were selected in the first phase of the project. The remaining plots would be earmarked at the earliest. Destitutes, people suffering from serious diseases, people with more than 50 per cent disability, widows and those from Scheduled Caste and Scheduled Tribe communities are given special priority.

I am happy to be preset here to inaugurate Kerala’s unique programme which will make it a zero landless state by the year 2015. This is a historic moment when we inaugurate this wonderful project which will give an opportunity to all those families who are homeless to fulfil a life-long dream of owning a piece of land which they can build their home. Having one own house is something that each one of us has survived to aspire to and I am pleased that the Chief Minister Oommen Chandi and his government have solved this by taking this courageous step and brought out such a fantastic programme in which the citizens of Kerala who do not own land can finally realise their dreams.

Kerala is a state where land is scarce. The growing population and increasing urbanization, both, build up the pressure on the land. This has led to a raise in urban poverty as well as to the growth of the slums in many parts of the country. I believe that in this phase, the programme focuses on giving land to one lakh of landless citizens and I am told that the beneficiaries of this programme will be mostly the weaker section of the society  - from Scheduled Caste and Scheduled Tribes, as well as those families with widows, destitute and handicapped and members suffering from chronic diseases.

Inclusive growth is the back drop of the policies of the United Progressive Alliance (UPA). We want everyone to march ahead together towards a new India. No one should be left behind or sidelined on account of caste, creed, religion or region and the UPA Government and UDF Government (in Kerala) are carrying forward the vision of Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi of making India a modern nation based on social justice and allowed the country to transform itself by providing basic facilities to people everywhere.

To ensure this our UPA Government under the leadership of Prime Minister Dr. Manmohan Singh, has introduced a wide range of welfare schemes and passed important laws such as the Food Security Bill – which was recently passed, the Land Acquisition rehabilitation and resettlement Bill, the Right to Education Bill from which the children from 6 years to 14 years can access to free education, the right to Information, Tribals rights Act,  the Right to works –or- the Mahatma Gandhi NREGA, the Indira Awas Yojana, the Jawaharlal Nehru National Urban Renewal Mission,  the Prime Minister Gram Sadak Yojana, the Mid-Day meal scheme, to name just a few.

The Government of Kerala is doing a stellar job in implementing our national vision and is building on it further through imaginative yojanas such as Zero landless scheme. Kerala is already blessed with very high Human Development Indicators and with an educated society. Schemes such as this will lift the homeless out of their difficult conditions and enable them to strive for objectives beyond simple survival.

A citizen owning his own piece of land and house will be a happier citizen and a happier citizen is better equipped to meet the challenges of everyday’s life. The state of Kerala has immense potential; I assure you that the UPA government will work together with the UDF government to ensure that we deliver on all the promises that we had made to you; the success of this zero landless programme demonstrates yet again that the government is responsive, compassionate and heeds the aspirations of the people.

I congratulate Chief Minister Oommen Chandi, and his government for initiating this important programme and I am confident that by 2015, it will fulfil the goal of making Kerala a zero ladless state making another successful model for other states to implement. So on 2015, the state of Kerala will become the first state in India where everyone has a home which, I believe, is the most remarkable achievement. I also felicitate the one lakh families who are going to receive land and will be eventually able to build their home in this first phase and I hope that this is a new beginning towards improving their lives.

Rahul Gandhi rejects the government's ordinance on convicted MPs and MLAs

New Delhi: Congress Vice President Rahul Gandhi on Friday, while attending a brief Press Conference at New Delhi’s Press Club, termed the ordinance to negate the Supreme Court verdict on convicted lawmakers as nonsense and said it should be torn up and thrown away.

“My opinion on the ordinance is that it is a complete nonsense. It should up torn up and thrown out. This is my personal opinion on the ordinance” said the Congress Vice President who is also the Member of Parliament from Amethi. 
"I personally think what the government is doing on the ordinance is wrong. It was a political decision, every party does it, and there is a time to stop this nonsense," Rahul Gandhi said. "It is about time that political parties mind and stop making these type of compromises. If we actually want to stop corruption then we cannot make these compromises."

“The arguments that have been made and I have heard the arguments.. the argument that has been made is that we need to do it internally because of political considerations. Everybody does this.. and there is a time to stop this nonsense” he added.

“I really feel that about time that the political parties, mine and all others, stop making these types of compromises because if we want to fight corruption in this country, whether it is us – the Congress party or the BJP, we cannot continue making these small compromises. When we make these small compromises, we compromise everything. That is my opposition on the Ordinance” underlined Rahul Gandhi.

The Congress vice president did not mince his words to express his strong opinion on the ordinance at the press conference with party MP Ajay Maken. After his remarks, Mr Maken said, "Rahul Gandhi has clarified the party's line. The party's view is supreme."

The ordinance overturns a Supreme Court disqualifying convicted MPs and MLAs, and allows them to stay on without a salary or voting rights, if a court stays their conviction.

मैने नंद कुमार पटेल जी से पूछा की चुनाव को कांग्रेस पार्टी जीतेगी या हारेगी और उन्होंने मुझे जवाब दिया था की राहुल जी हम चुनाव हार ही नहीं सकते। और मैंने उनसे पूछा था की यह आप कैसे कह रहे हो। आप की सोच क्या है ? और उन्होंने मुझसे कहा था देखिये राहुल जी इस मेज पे मैं जो आपसे बोल रहा हूं। जो मैंने आपको मीटिंग में बताया वो नंद कुमार पटेल नहीं बोल रहा है। वो छत्तीसगढ़ की जनता बोल रही है। और मैं यहा कांग्रेस पार्टी का सिपाही हूं और मुझमे छत्तीसगढ़ की जनता की आवाज गुंज रही है। और जो मैं आपसे बोल रहा हूं अपने प्रदेश के हित के लिये बोल रहा हूं। इसलिये कांग्रेस पार्टी छत्तीसगढ़ में हार नहीं सकती।

25 मई को मैं अपने घर में था। और मेरे ऑफिस से एक फोन आया। और यहा लड़का है जिसने मुझे फोन किया था वो मेरे पीछे खड़ा है। और उसने कहा छत्तीसगढ़ से बूरी खबर आई है। और मैंने उससे कहा पीसीसी प्रेसीडेंट को मार दिया गया। और उसने कहा मालूम नहीं मगर उनकों उठाकर ले गये। क्योकि यहा इन जंगलों में नंद कुमार पटेल जी, कर्मा जी इनको नहीं मारा गया। छत्तीसगढ़ की जो आवाज है, आम आदमी की जो आवाज है, आपकी जो आवाज है जिसको कर्मा जी, शुक्ला जी, नंद कुमार पटेल जी और हमारे बाकि सिपाही जो उठा रहे थे। उस आवाज को जंगल में ले जाकर शांत करने की कोशिश की गई थी।
मैं एकदम से छत्तीसगढ़ आया और लोगों ने कहा की आप मत जाइये। मगर मैं आया। 1 बजे आया और अस्पताल गया। दो कारण थे। एक कारण था की नंद कुमार पटेल जी और बाकि जो कांग्रेस पैर्टी के नेता थे वो हमारे नेता थे। दिल का रिस्ता था। और दूसरा कारण भी था। जिनका वो आवाज उठान रहे थे उनको कुचलने की कोशिश हो रही थी। और मैंने कहा छत्तीसगढ़ की आवाज को दबाया जा रहा है तो मैं वहा जा रहा हूं। इसलिये मैं यहा आया था।
हिन्दुस्तान में राजनीति में दो सोच है। एक सोच कांग्रेस पार्टी की सोच है और बड़े पैमाने पर आप कह सकते है वो अधिकार की सोच है। हम चाहते हैं आम आदमी हो, गरीब हो, आदिवासी हो, शहर में जो काम करता है बेचारा मिडिल क्लास का हो। हम चाहते हैं उसे अधिकार दिये जाये। उसे शक्ति दी जाये। हम उस बात को पहचानते हैं की इस देश को हम सब चलाते हैं, आप चलाते हैं। और विपक्ष के लोग सोचते हैं की एक, दो या तीन व्यक्ति देश को चला सकता है। वो इंफ्रास्टक्रचर की बात करते हैं और कहते हैं की हमने सड़क बनाये। हम इस बात को स्वीकार करते हैं की सड़कों की जरुरत है, रेलवे लाइन की जरुरत है। जितनी सड़के उन्होंने बनाये उससे दुगने-तिगुने सड़क हमने बनवाये। मगर हम एक और बात कहते हैं। हम कहते हैं की आम  आदमी को शक्ति देनी है, आम आदमी को अधिकार देना है। जो सड़क पर चलता है उसके पेट में खाना हो, उसके बच्चे के पास शिक्षा हो। 

कुछ साल पहले मैं यहा बस्तर आया था और आपके आदिवासियों के गांव में गया। रात का समय था बातचीत हो रही थी। आप मुझे अपनी बात बता रहे थे और मैं सुन रहा था। मैंने फिर सावाल पूछा की आपके गांव में कितने लोग हैं, आबादी कितनी है? लोगों ने कहा तकरीबन दो हजार लोग यहा रहते हैं। और मैंने पूछा यहा 12वीं पास कितने लोग हैं? उन्होंने कहा एक व्यक्ति है जो इस गांव में 12वीं पास है। कैसी सरकार चला रखी है यहा पे। आपके गांव में दो हजार लोगों में सिर्फ एक व्यक्ति है जो 12वीं पास है। क्या भविष्य है उस गांव का। यहा सड़कें बन जाती हैं। सरकार सड़क पर चलती है। सड़क पर हमला हुआ था। 32 लोग मारे गये। कहा थी सरकार? विपक्ष के सबसे बड़े नेताओं को मारा गया। कहा थी सरकार? अगर कांग्रेस पार्टी के नेता को नहीं बचाया जा रहा है तो अदिवासी लोग, आम आदमी कैसे बचेगा? कैसे आगे बढ़ेगा?

पैसा हम भेजते हैं। 10 हजार करोड़ भेजा। और यहा सरकार कहती है की पैसा नहीं है। हमने कानून बदल दिया। हमने कहा की देखिये जैसे हमने रोजगार गारंटी करके दिलवाया जो यहा चला नहीं। और हमने कहा है की पूरी हिन्दुस्तान में हम भोजन गारंटी करके देंगे। हर व्यक्ति को देंगे, हर गरीब को देंगे, जो भी मांगेगा उसको देंगे। और इनके नेताओं ने क्या किया? पार्लियामेंट हाउस में खड़े हो गये और कहा यह कानून नहीं चलेगा। तीन साल इसको रोकने की कोशिश की मगर हमने कानून पास करके दिखाया। सूचना का अधिकार दिया और आदिवासियों को ट्राइबल बिल दिलवाया। ट्राइबल बिल क्यो दिलवाया? इसलिये दिलवाया ताकि आपकी जो जमीन है आपको मिले। और अभी चौबे जी ने कहा की आपकी जो जमीन है छत्तीसगढ़ में। हमने जो दिल्ली में कानून बनाया है छत्तीसगढ़ में आपको जमीन नहीं दी जा रही। कांग्रेस पार्टी आयेगी, ट्राइबल बिल को हम यहा लागू करेंगे।

हमारा कहना है की पंचायतीराज है। जो आपकों निर्णय लेने हैं आपकों गांव में लेने चाहिये। आप लोग मुझे बताओं छत्तीसगढ़ के अस्पतालों में आपको डाक्टर दिखाई देते हैं। हजारो लोग यहा मर रहे हैं। क्या किया जा रहा है। हमारी लड़ाई आम आदमी की लड़ाई है, गरीबों की लड़ाई है, कमजोरों की लड़ाई है। और हम चाहते हैं की सत्ता आपके तरफ जाये। शक्ति आपके हाथ में जाये। आरटीआई लाये हम। क्यो लाये? इस तम्बू में जो भी बैठा है आज हिन्दू, मुसलमान, सिख, आदिवासी, अमीर, गरीब जो भी है वो सरकार के बारे में कोई भी सवाल पूछ सकता है। और सरकार को जवाब देना होगा। जो आज भ्रष्टाचार की बात होती है जो पहले छुपा रहता था आरटीआई ने उसको बाहर निकाला। हम यह जानते थे क्योकि हम बदलाव लाना चाहते थे। जितने काम हमने पिछले 9 सालों में किये है उतने शायद किसी ने नहीं किये।

रोजगार योजना, आरटीआई, भोजन का अधिकार, शिक्षा का अधिकार, ट्राइबल बिल, किसानों को पैसा शायद एसा किसी सरकार ने नहीं किया। और हमने आपसे वादा किया था की कांग्रेस पार्टी की सरकार आयेगी, गरीबों, आदिवासियो, पिछड़ों, कमजोर लोगों की सरकार आयेगी। बाकि लोग खाली बात करते हैं लेकिन हमने 9 सालों में काम करके दिखाया। मनमोहन सिंह जी और सोनिया जी ने काम करके दिखया है। और जब छत्तीसगढ़ में कांग्रेस पार्टी की सरकार आयेगी तो आप एक बात नहीं भूलना की आदिवासी, गरीबों, पिछड़े लोगों की सरकार आयेगी। आपकी लड़ाई हमारी लड़ाई है। और जो आवाजों को जंगलों में बंद करने की कोशिश की गई, जिसकों मारने की कोशिश की उसको हम मरने नहीं देंगे क्योकि वो छत्तीसगढ़ की आवाज है। आप लोग दूर-दूर से आये इसके लिये बहुत धन्यवाद। और जो आदिवासी युवा हैं आपकों एक बात कहना चाहता हूं। आपको खड़े होना है, आपकों राजनीति में आना है। और आदिवासीयों को,बाकि हिन्दुस्तान को आगे बढ़ाना है। इस काम को करने के लिये मैं आपके साथ खड़ा हुआ हूं इस बात को आप मत भूलों। धन्यवाद।

He launched a blistering attack on the opposition for blocking the pro-poor schemes and policies of the Congress-led UPA Government at the Centre and reiterated that his party's aim is to empower tribals and aam aadmi.

The Congress Vice President began his speech making a direct reference to the May 25 Maoist attack in Bastar and recalling how the then PCC chief Nandkumar Patel, who was among those killed, had apprised him that the people in Chhattisgarh were eagerly waiting for Congress to come to power. “Once during a meeting I had asked former PCC chief Nandkumar Patel about the Congress’ chances in the coming assembly polls. He told me that Congress cannot lose this election. I asked him why he says so. He answered “When I told you that Congress can’t lose this election, not Nandkumar Patel is saying so; the entire Chhattisgarh says so. I am just a soldier of the people of my state and I am just sharing the people’s voice with you”, recollected Rahul Gandhi. 

Striking an emotional chord with the gathering, the young Congress Vice President added “We want to empower the middle class, the poor, the Adivasis or the Tribals because we realise their strength. But the opposition thinks just opposite. They are not bothered about the upliftment or welfare of the poor and aam aadmi. They think that just 2-3 people can run the country. They think that development would be complete if the infrastructures are made. We also agree that we need roads, railway lines and airports. But at the same time, we also want the welfare and progress of the people who put in their hard work for those development works”. 

Addressing the massive rally, the Congress leader emphasised that the Congress had brought a number of landmark legislations aimed at empowering the people at various levels. Rahul Gandhi said the Food Security Act, RTI, Land Acquisition Act, Tribals Bill and Right To Education (RTE) Act were all in that direction.
Rahul Gandhi also exhorted the tribal youth of Bastar to come forward in mainstream politics and fight for the issues of poor and their tribal brethren and assured that he would remain firmly with them in all such efforts. “ I request my Aadivasi youth to stand up and join politics to work for your people as well as for the country. I am here to support you; I am here to fight for you” promised the Congress leader.

Rahul Gandhi's presence at the rally and tribal convention witnessed the presence of all state party leaders, after the Pradesh Congress Committee (PCC) was re-constituted following the killing of the then PCC chief Nandkumar Patel in the Naxalite bloodbath in Bastar.

Once during a meeting I had asked former PCC chief Nandkumar Patel about the Congress’ chances in the coming assembly polls. He told me that Congress cannot lose this election. I asked him why he says so. He answered “When I told you that Congress can’t lose this election, not Nandkumar Patel is saying so; the entire Chhattisgarh says so. I am just a soldier of the people of my state and I am just sharing the people’s voice with you”.  He was so confident about that.
I was there at my home on May 25th. I received a call from my office informing that there is some bad news from Chhattisgarh. He did not say anything else. I asked him whether the PCC president was killed. He said that he didn’t  know but someone had abducted the PCC president.

In fact, with the death of good leaders like Nandkumar, Shukla ji and others, what actually happened was that the voice of the poor got silenced. Nand Kumar Patel ji was a leader of the people; attempt was being made to muffle voices he was trying to raise.

When I got the information about that tragic incident, I decided to pay a visit to Chhattisgarh. Many people prevented me and warned me that I should not go now. But I was determined and went on with my decision to visit the state. I came here; I visited the hospital.

There were two reasons for my coming.  Nandkumar ji and other leaders were our leaders and so we had a good relationship. Further, these leaders always carried your voice and they were fighting for the poor. With their killing the voices of the poor, adivasis and tribals of Chhattisgarh were being silenced; I could not stand it. I wanted that the voices of the poor here should continue to be heard and that is why I had come here then.

There are two different ideologies in politics at present. One is that of the Congress; In brief, we can say that Congress now thinks about empowering the people.  We want to empower the middle class, the poor, the Adivasis or the Tribals because we realise their strength. But the opposition thinks just opposite. They are not bothered about the upliftment or welfare of the poor and aam aadmi. They think that just 2-3 people can run the country. They think that development is complete if the infrastructures are made. We also agree that we need roads, railway lines and airports. But at the same time, we also want the welfare nad progress of the people who put in their hard work for those development works. 

We want the poor in the country to have proper education and sufficient food. Few years back I had come to Bastar and had visited some Adivasi villages. During my interactions with them I asked them how many people reside in the village and how many of them were 12th pass. I could know that only one person out of 2000 total villagers had passed 12th. Why? What the state government is doing here? This is a pathetic situation; there are a total of 2000 people and only one is 12th pass!

Where was the state government when 32 Congress leaders were brutally murdered here? Where was the state government when the top-most leader of the opposition in the state was murdered? If they cannot protect our leaders, how they can protect our aam aadmi, adivasis and others?
Centre sends huge amounts to Chhattisgarh. It sent about Rs. 10,000 cr for the food programme in the state. But the state Govt claims that it is their programme.

We changed the law. Like the way we gave the right to Job to the people – though it is not being implemented in Chhattisgarh properly-, we decided to grant right to food to the poor. That is why we enacted Food Security Law. Every poor is guaranteed with food now. But what was the reaction of BJP leaders? They tried to block this important legislation inside Parliament. They tried three years to block this but Congress was determined and finally got it passed.
We gave the right to education. We passed the tribal bill for the tribals so that they get to own land they rightfully deserve But, I came to know that the tribals here are not able to get the benefit of this Bill because of the inefficient BJP government here. I assure you that, if we come to power, Congress will definitely implement the Tribal Bill properly in the state.
We implemented Panchayati Raj system to empower the rural poor. We also introduced several policies to ensure people’s rights. But the people of Chhattisgarh are not able to avail any benefit because of the misrule by the state government. Please tell me, Are doctors seen in Chhattisgarh's hospitals? How many have died from Gastroenteritis?  Thousands die of epidemic and what the state government has been doing?

The lands of poor people are being grabbed forcibly here. We brought in the Land Acquisition Bill to prevent such land grabbing. Now no one can grab lands of the poor forcibly. In Niyamgiri too what we were fighting for? We argued that consent of adivasis is a must before acquiring their lands for development. When they were asked, the adivasis said that they cannot give their lands. There was nothing wrong with Adivasis stance.

Congress fights for the rights of the poor, adivasis and aam aadmi. We want to empower the poor and downtrodden. Why did we enacted the historic RTI law? Any one in our country – the poor, adivasis, the rich, are now empowered to gather any information about the government and its functioning.   Lots of corruption cases came to open after this law came into force. We had done remarkable works in our 9 years tenure, may be, better than any other previous governments. We had given the people only a single promise that we would form a government that works for aam aadmi, the poor, downtrodden, underprivileged and downtrodden. We therefore implemented policies like MNREGA, Right to Education, RTI, Tribal Bill, loan-waiver scheme for farmers.

The opposition just gives toll promises but Congress believes in action. Our actions speak for us – the good work done by Sonia Ji and Manmohan ji will speak for us. I assure you that the Congress party will form a government of Adivasis, tribals and downtrodden here in Chhattisgarh too and we will not let your voices die. 

Finally, I request my Aadivasi youth to stand up and join politics to work for your people as well as for the country. I am here to support you; I am here to fight for you. Thank you.

Sonia Gandhi lays foundation stone for refinery-cum-petrochemical project in Barmar

Congress President and UPA chairperson Sonia Gandhi laid the foundation for a Rs 37,229 crore refinery-cum-petrochemical complex, a joint project of Hindustan Petroleum Corp Ltd (HPCL) and the Rajasthan government, at Pachpadra in Barmer district in Rajasthan. "This project is the result of the positive vision for development of the Centre as well as the Rajasthan Government. This project will attract new refinery and petro chemical and engineering industries in the state and will open new development arenas not only in this region but across Rajasthan" said the Congress President.

तमाम उपस्थित अतिथि गढ़। बहनों और भाईयों सबसे पहले मैं इस वीर और मेहनती लोगों की महान धरती को प्रणाम करती हूं। कांग्रेस पार्टी ने लगातार यह प्रयास किया है कि भीलवाड़ा के विकास को तेजी से बढ़ाया जाए जिससे यहां के लोगों के जीवन में खुशहाली आये और वह खूब प्रगति करे और आगे बढ़े। हम सब जानते हैं कि भीलवाड़ा जिला गंभीर रूप से पानी की संकट में है। इस समस्या को देखते हुए सावर नदि से पानी लाने की परियोजना की आज पहले चरण की शुरूआत हो रही है। इससे हमारे किसान भाईयों और आप सबको पानी की सुविधा मिलेगी। यही नहीं हमारी यूपीए सरकार ने आपके यहां मेन लाइन इलेक्ट्रिक मैन्युफैक्चरिंग यूनिट स्थापित करने का निर्णय लिया जिसका आज शिलान्यास हुआ है। इससे भीलवाड़ा उद्योगिक नागर के रूप में और अधिक विकसित होगा। यहां के विकास के साथ-साथ नौजवानों को रोजगार मिलेगा। भाईयों और बहनों केंद्रीय कांग्रेस पार्टी ही ऐसी पार्टी है जो लगातार समाज के सभी वर्गों के विकास के लिए खासकर गरीबों के लिये समर्पित है। हम समावेशी विकास में विश्वास रखते है। इंदिरा जी, शास्त्री जी, राजीव जी जैसे हमारे दूसरे नेताओं ने हमे यही रास्ता दिखाया है। कांग्रेस पार्टी का संकल्प है कि विकास हो और सभी को अधिकार मिले। इसलिए मैं कुछ अधिकारों का विशेष रूप से जिक्र करना चाहुंगी। आप जानते हैं कि सूचना के अधिकार के बारे में शिक्षा का अधिकार, रोजगार का अधिकार यानि महात्मा गांधी नरेगा के अलावा अभी हाल में देश के हर नागरिक को भोजन का अधिकार मिले इसके लिए खाद्य सुरक्षा कानून लागू किया है। इससे शहरी और ग्रामीण दोनों क्षेत्र को मिलाकर 80 करोड़ लोगों को सस्ते दाम पर अनाज मिलेगा। मुझे गर्व है कि विरोधी दलों के तमाम बांधाओं के बावजूद हमने इस ऐतिहासिक कानून को संसद में पास कराया। जिससे भूखमरी और कुपोषण को भारत से खत्म किया जा सके। हालहि में संसद में भूमि अधिग्रहण कानून पास हुआ है जो किसानों के लिए एक खुशखबरी है। इससे उनकी जमीन अब उनकी सहमति से और पूरे मुआवजे का भुगतान करके ही अधिग्रहण की जा सकेगी। मेरी बहने देश और समाज के साथ कंधे से कंधा मिलाकर हर संघर्ष में आगे रहती है। उनके योगदान और मेहनत को हमारी पार्टी ही समझती है। इसलिए उन्हे सशक्त बनाने के लिए कई योजनाएं लागू किये है और बहुत कानूनी अधिकार भी दिए हैँ। मिशाल के तौर पर पंचायत राज संस्थाओं में 50 प्रतिशत आरक्षण दिया है। आंगनवाड़ी कार्यकर्ताओं और उनके सहायकों के मानदेय को दो गुना बढ़ाया है। स्वयं सहायता समूह के जरिये कम व्याज पर कर्ज की सुविधा दी है। घरेलु हिंसा और यौन उत्पीड़न से बचाव के लिए भी कानून बनाया है। हमारी सरकार ने दलितों और आदिवासी भाईयों का भी खास ध्यान रखा है। जिससे देश के हित में समाज के साथ कदम से कदम मिलाकर आगे बढ़े। वन अधिकार कानून के जरिये उन्हे जमीनों के पत्ते और जंगलों के छोटे उपज पर अधिकार दिया है। इनके बच्चों के शिक्षा के लिए स्कालरशिप खासकर लड़कियों के लिए दिया है। कस्तूरबा गांधी बालिका विद्यालय के अलावा उच्च शिक्षा और तकनीकी संस्थाओं के लिये काम किया है। अल्पसंख्यकों के कल्याण के लिए प्रधानमंत्री के 15 सुत्रीय कार्यक्रमों को अग्रेट किया है और देश के 90 जिलों में जहां अल्पसंख्यक ज्यादे तादाद में है वहां मूलभूत सुविधाएं और विकास के लिए विशेष पैकेज लागू किये है। लाखों छात्रों को स्कालरशिप दी गई है, खासकर लड़कियों पर ज्यादे ध्यान दिया गया है। इसके अलावा स्वास्थ्य, शिक्षा, सड़क, पानी, बिजली जैसे बुनियादी मूलभूत सुविधाओं को मजबूत करने के लिये प्रधानमंत्री डा. मनमोहन सिंह जी नेतृत्व में हमारी यूपीए सरकार ने खुब काम किया है। और यह सब इसलिये क्योंकि कांग्रेस पार्टी हमेशा सामाजिक न्याय के प्रति समर्पित है। यहां कि हमारी राज्य सरकार ने राजस्थान के लोगों के चौतरफा विकास और अधिकारों के लिये खुब संघर्ष किया है। देश में आपका यह पहला प्रदेश है जहां के जनता के स्वास्थ्य को ध्यान में रखते हुए मुफ्त जांच और दवाओं का इंतजाम किया है। बुजुर्गों और महिलाओं को पेंशन, जननी सुरक्षा योजना और पशुओं को भी निशुल्क दवा दिये जाने जैसी सिर्फ कुछ मिसाले हैं, जो श्री अशोल गहलोत के नेतृत्व में राजस्थान की कांग्रेस सरकार के जनसेवा के प्रति समर्पण के सबूत है। इस सबके बावजूद भाजपा जैसे हमारे विरोधी दल जनता में अफवाहे फैलाते हैं, लोगों को गुमराह करना चाहते है। हमारी सरकारों के कामों पर उंगली उठाते है। मैं कहती हूं कि आखिर इस तरह की कामों को उन्होने क्यों नहीं किया? आपके अधिकारों को आपको क्यों नही दिया? यह सब करने में उन्हे किसने रोका। उन्हे किसी ने नही रोका। इनकी तो सिर्फ अपनों में ही दिलचस्पी रहती है। उन्हे सिर्फ कुर्सी दिखाई देती है। इसलिये वह चुनाव के समय हर तरह की साजिश रचते है। मैं आप सबसे कहना चाहती हूं कि इन सबसे आपको सावधान रहने की जरूरत है। बहनो और भाइयों यहां आने से पहले मैने बाड़मेर में रिफाइनरी और पेट्रोलियम कॉम्पलेक्स का शिलान्यास किया है। आपके यहां फैडर योजना और कोच फैक्ट्री का शिलान्यास हुआ है। यह सब सहीं मायनों में हमारी विकास के नीति का ही हिस्सा है। इस मौके पर मैं इतना ही कह सकती हूं कि इन सबसे राजस्थान में एक क्रांतिकारी बदलाव आएगा। प्रदेश की जनता का और उत्थान होगा उसकी जिंदगी में और खुशहाली होगी। देश और प्रदेश और अधिक मजबूत होगा। मैं आपको विश्वास दिलाती हूं कि इसी रास्ते पर हम लगातार आगे बढ़ते हैं। इसके लिए आप लोगों के सहयोग और समर्थन की जरूरत है और मुझे उम्मीद है कि वह हमे जरूर मिलेगा। और अंत में आप सबको इस सभा में आने के लिए दिल से बहुत-बहुत धन्यवाद, जय हिंद।
